In addition to her planning expertise, Bester has successfully managed divisions in Code Enforcement, Building Inspections, Permits, and Airport Operations. She is a dedicated leader who uses her positive energy to highlight the transformative potential of planning and development within a community.
Bester holds a Master of Urban Planning with a specialty in Economic Development from the State University of New York at Buffalo. Recognized for her optimism and forward-thinking approach, she was awarded for innovativeness and inventiveness in design—qualities that make her an engaging and inspiring presenter. Bester is passionate about educating others on how strategic planning can revitalize the built environment.
Before joining the City of Glenn Heights, Bester served several municipalities in the Dallas-Fort Worth area, including Fort Worth, Plano, Lancaster, Dallas, and DeSoto, as well as Sweetwater in West Texas. Throughout her career, she has successfully led the adoption of numerous comprehensive plans and zoning ordinances. She also takes great pride in mentorship, having trained individuals with no prior background in the field to become successful planners and planning managers.
A member of the American Planning Association since 2002 and AICP certified since 2008, Bester possesses unparalleled skills in public engagement, contract negotiations, and complex problem-solving.
